This special briefing session will provide an update and analysis on developments since the publication of the Housing White Paper, through three discussion sessions. It will look at the key strategic elements, risks and resources required that Councils should consider when making decisions on housing strategy and policy interventions, especially around new build and the PRS.
Half-day briefing session for councillors and officers
Discussion 1 will examine the latest proposals and the new roles and responsibilities for local councils, and the wider changes felt since the White Paper recognition that the housing market was ‘broken’.
Discussion 2 will focus on councils’ role in development. Many councils have established or are planning to establish their own development company but is this always the best option? This session will look at strategies for building new homes, options and risks associated with development and use some existing examples.
Discussion 3 will look critically at Private Rented Sector housing strategies and the role that selective licensing can play alongside support for institutional investment and professional management aimed at driving out poor quality and criminal landlords. This session will also look at the level of resource commitments needed to get results and draw on practical experience and results.

About the Northern Housing Consortium
The Northern Housing Consortium is a not-for-profit membership organisation. Our membership is drawn from around 90% of all Local Authorities and Registered Providers across the North of England.
Paul Beardmore has worked extensively in Local Authority private sector housing renewal with a brief period in housing management before settling into housing strategy and policy in 1998. He enjoyed a short secondment to the Housing Corporation in 1999, and has headed up a strategic housing service since 2003. He has always enjoyed strong and productive relationships with housing providers, being a founder of the Rochdale Housing Initiative.
In 2009 he took up the post of Director of Housing at Manchester City Council. In the 9 years he has been with the City council, he has overseen two successful bids for Local Authority Newbuild funding, developed over 350 new Council homes, developed and implemented a new forward thinking City Wide Allocations scheme called Manchester Move, concluded the successful transfer of all of the remaining Council Housing stock including the implementation of 3 housing PFI contracts and established Manchester’s Housing Provider Partnership.
Paul has led on the development of Manchester’s ambitious residential growth strategy and has had the determination to see through the implementation of new models of investment utilising MCC owned land and investment funding from Greater Manchester Pension Fund. A second phase of the scheme is now in implementation and Paul was working on a Greater Manchester programme together with housing providers and Homes England.
In the 9 years at Manchester he has also increasingly worked on behalf of the Greater Manchester Combined Authority as a housing specialist. Paul has worked on all the housing devolution elements and has been the primary local authority driver in developing a unique partnership approach with key registered providers across GM. Paul led and defined the shape of the recently announced Greater Manchester Housing Deal.
